Stairs and Balcony Assessment / Replacement

We have 2x sets of stairs and small balconies that require a structural assessment and advice. Both have evidence of settling, cracking and rusted reinforcing. We would like to repair/replace these without consenting costs ideally but require an assessment/Certification on what to progress with and a suitable design. We then would like to carry out the repair works as needed.
