Retaining wall inspection report

We have a retaining wall (approx, 2.1m high x 25m long) that is showing signs of rot on the bottom wall planks - which we need to have replaced/fixed. As we are in the process of buying the property, we need to get permission before we can open up anything. The posts are in question and we'd need these to be inspected as well. I need the report to be completed by Wednesday COB and any excavations should be arranged beforehand.
