design for connection to services, driveway and vehicle crossing for subdivision

We do have section in Taihape and I would like to know if the section is buildable from structural perspective (connecting to services, design the vehicle crossing and drive way on steep hill) as council could not answer my questions and they have referred me to ask structural Engineer.
