Carport retaining wall design by a structural engineer

A retaining wall in my carport is very slowly falling over and in rebuilding it I want to move it about 800mm onto the boundary. It's approx. 1.5m high at the highest point. I've been told that I need a structural engineer, but it may not need a geotech report. Please only reply if you are serious about this job, can visit onsite, give a firm quote for your work and want to help and actually do the work for me. Lots of other Builders Crack jobs have been advertised and after people come onsite and quote they never seem to actually want to take up the work. I have a pdf document showing photos so if you email me I can send you the images and notes. This needs to be submitted to Council for consent. Thanks.
