Timber staircase for beach access

The existing timber staircase for beach access is broken, and I want an extra step to be added at the bottom as the 1st step if too high to climb. 1. The staircase has to be built solid and strong. Strong tides hit on the stairs and will damage it if it is not rigid and sturdy (and that's how it was broken.) 2. The fixings and screws have to be resistance to rust and seawater.
