Finish Staircase

Would like to fix up this unfinished stairway. The original plans had the stairs wrap around to the room underneight. The current platform in the pics is only supported by dirt. Would like a professioanl opinion on my options e.g. remove bricks and dirt, and continue stairway to the bottom, or build some sort of retaining wall around current setup. Current stairs are also slippery, and not very wide, would like someone to look at fixing this also.
