Beasley Solar Plus Element

My Beasley Solar Plus hotwater system (see attached image) is not producing very hot water on cloudy days which suggests that the element is not working. The result is that we're getting good hot water only on sunny days. I would like someone to confirm the element is the problem and quote repair as required. The system is on a two story house, but the roof can be easily accessed via the second floor deck as seen on the other side of the house (see attached image.) Many thanks.
