Solar panel back up electic heater not working.

The solar panel is heating the water the pump is working etc, but the back-up electrical heater isn't coming on. It should come on if the panel doesn't reach the right temp. There is a manual override on the controller, which I have switched on. The controller indicates it has switched the element on, but it doesn't heat the water. So I have had the boiler checked/serviced, no problems found (no charge). The guy said the element and thermostat were working correctly, but there was no power to the element. There is power to the controller and all indications are it's working correctly. So there is a box between the controller and the boiler. The mains supply comes in here. My thoughts are it could be signal from the controller or may be a relay or something in the box.
