Maintenance and repair of seal.

Bought house 2 years ago and previous owners skylight in kitchen does not work. Has a manual opener installed but not crank or telescopic crank. Have used ladder to reach and then spanner to turn square ended manual opener. Does work although need a better telescopic crank handle to simplify. Also need new seal on skylight as one there old and very loose, Whole system probably needs a service. Unsure what cost would be and therefore chose below budget option, thanks.
