reattach loose gutter/spouting, clean and inspect the rest

I need a loose piece of spouting reattached. It bangs in the wind. There are also weeds growing from other areas of spouting that I need cleaned out, and an inspection done for other maintenance on the spouting. Photo 1 shows the piece of spouting that is moving and banging. Photo 2 gives a sense of the access. The offending spouting is on the second floor. Flat access.
