Roof Replace

I contacted the Sustainability Trust recently as I wanted roof insulation installed and they have suggested that because I have an old pitch roof under the current corrugated iron roof there might not be much point getting insulation as it may not be of much benefit. I'm now considering whether to replace the roof and at the same time get the old pitch roof removed so I can properly install insulation (if that makes sense?). The roof currently leaks a bit and has had some repairs so it will need replaced at some point, I'm just trying to work out just now how much to budget for that. The house is pretty small - 90m² squared, some of the pitch roof is gone (but not much), the house may need scaffolding on one side and the access isn't so good as its access from a path. Don't want to waste your time as the job wouldn't be immediate but the more info I can get now the sooner I can prepare. Attached are pics from the housing report when I bought the place and as you'll see the roof isn't so bad so it's a tricky decision.
