Small flat deck to repair and rewaterproof

We have a small, flat, 6 m² deck that needs to be slightly repaired and resealed. It has previously had a bitumen membrane and probably a waterproof paint. There are a few bubbles in the membrane, and the paint has started flaking. We would like this repaired and re-waterproofed. I can then finish it with new waterproof paint.
