Repair an review roof

Hi, There are two leaks in the garage and although the roof was painted two years ago, there are lots on bumps on the roof and a neighbor mentioned that the last owners painted it themselves and we're seen painting of leaves etc. There is also a window in the kitchen were it leaks during heavy southerly rain and another two winds don't appear to be leaking but do have historic water damage on the inside.
