Leak in kitchen roof

We have a leak in the kitchen roof, it started with rain only on certain angles, now seems to be ever time it rains. We have a concrete tile roof, and I can see a tile that has been repaired with silicon, I assume this is the cause. I can also see other repaired tiles around the house and wonder if they should be replaced.
