Repair small area on steel roof

I have a pretty new roof, just 6-7 years old, but for some reason there is a small area with rust. Also, I noticed there is a patch near that area. Basically it is leaking there, not sure due to rust or that badly sealed patch. I presume, it needs to be restored and repainted (rusty area) and reseal that patch.
