Repair Membrane Roof & Balcony

Primary work - a membrane roof needs repair and flashing. The roof section is roughly 1.7x9 metres. It is a 3-story house with a narrow balcony around the section with the membrane roof. An image is attached of the membrane roof and an aerial view of the property with the membrane roof in red and the balcony in green. Secondary work - The balcony around the membrane roof pools water in a corner (marked with a green "x" on the aerial photo). I'd like to either re-level the balcony or add drainage. This might be a different job if needed. Tertiary work - rust-treat and paint the metal roof. This could be a separate job if needed. NOTES: if the work will require scaffolding, I'd like to combine it with work to re-stain the weatherboards.
