Repair Membrane Gutter

Internal membrane gutter is leaking. The membrane is 21 years old. It has had some silicone sealant used in several places, but has started leaking again. The gutter is approx 12 metres long and 400mm wide. It's in two lengths of 9 metres long and 3 metres. Not sure whether the membrane can be repaired, or whether it should be replaced.
