Paint bathroom tiles

We don't want to replace our old bathroom tiles totally. They’re drab or dated, and we want to give them a total refresh by painting directly over the top. We plan to do the prep work: Clean the bathroom tiles, give them a light sand, etc. However, before we get started, I would like a professional tile refinisher to evaluate whether our tiles - floor and wall (about 3m x 3m all up, I'd say) - can be rejuvenated rather than replaced. Hence, this job comes in two phases: (1) Assessment and (2) Doing the job. While we understand that brushing and rolling can work, we would like someone with a spray gun which gives the best finish. Further, my cost expectation is just for the labour of (2) with material on top.
