Install new ensuit and possible bathroom reno

I would like to convert my walk in wardrobe into an ensuite, the current space is quite tight at --- , but the other side of the adjoining wall is the stand alone toilet, and I was thinking that if extra space is needed then I could also try to renovate the bathroom to fit a toilet and use the space where the toilet is, or the space where the linen cupboard is. The house has concrete flooring. I would prefer it if someone was able to project manage and look after council consents and the subcontractors as well.
