Remove wall and create storage

I need anon load bearing wall removed between a laundry and toilet to create a large room for storage cabinets. I need someone to bring the wall down legally and fit floor to ceiling cabinets. I'm not sure about the legal aspects of this with council, so need some advice please. Will also need a sparky to do some work.
