Advice on home extension by lifting house:)

Hello. Need some advice on extensions for the home on whether it would be cheaper to go up or go out. Currently living in a 3 bedroom 94m2 home in Mangere. We have 685m2 of land, but when looking at extension/ and or subdivisions the pricing was just too expensive. So now we’re looking at cheaper ways to expand our home- by maybe lifting our current house to create more space below? But want to know if there are council requirements etc and just a rough idea on how much that would cost/ how long it could take? Details roughly on our home as below.
