Laundry upgrade - cabinet to stack w/m and dryer

I have a wasted cupboard space where I would like to stack w/m and dryer, and add a cupboard for storing talls. There water pipes running through the bottom of this space. I would like someone to build a plinth over those pipes to support w/m and dryer stacked on top. I think i need plumbing help too, to run pipes from existing location (v close) to new. I have a plan already for the existing bench area, so this relates only to the cupboard space. thanks!
