Complete Bathroom Renovation - incl additional toilet

We have an older unit (in a block of 7) from the 70’s with an original toilet and bathroom. We’d like to completely gut this and remodel.
Note:
- The outside of the house is concrete blocks
- The gib and existing vinyl floor cover will be removed
- The sub floor is concrete
We’d like to start mid-July if possible (timings to be discussed)

Photos below of approximate drawings of what it currently looks like and what we’d like it to look like.
In the toilet room we would like:
- Replace existing toilet for a new modern toilet that doesn’t vent out the wall.
- Cap existing vent.
- This toilet would be like one of those modern Japanese ones with a sink over the toilet to avoid adding more plumbing work (and besides I don’t think we have space for a sink in the toilet room).

Essentially in the bathroom we would like:
- A shower over bathtub by the wall with the window
- The shower to be tiled over the tub (including around the window, and a little shelf in line with the tub where the tub ends). (We have a tile in mind)
- The tub frame / front to be tiled (same as floor) (Floor tiled already sourced)
- Install an additional toilet
- Plumbing work for the vanity and laundry at the corner opposite the door.

While we ideally would love it if someone could do the whole job for us, we are budget conscious would like to DIY as much as we can; however we do realise our limitations of both what we can and can’t do (both in terms of quality & compliancy).

But basically I think we need help with:
- Getting an exemption from Council (?)
- Install of bath tub + fittings
- Tiling of shower over bath
- Cutting of concrete, install of new drain/waste pipe & installation of a new toilet
- Moving/changing/adding/modernising existing plumbing to work with new layout

Happy to look at options as to how this could best work.
