Consent for Toilet not Yet Installed

Hi there, We have recently renovated our bathroom. We had asked the builder prior to starting work to get consent for adding a toilet to the bathroom (there wasn't one in there prior). Unfortunately our builder wasn't able to get a planner to draw the plans for council as everyone was too booked up. So he has put in the pipes for the toilet but left it uninstalled at this stage. Is there anyone who can draw up the plans for the toilet and apply for consent to WCC for us? Regards, Amy
