Waterproof 2-storey residential building

We have a a 2-storey residential building with 4 x 2-bedroom units. The southside of the building has water ingress and now the other 2 x units are starting to have the same issue. The roof needs a full replacement and possibly recladding etc. The 4 x units are currently tenanted. Possibly replace windows in the bedrooms for all units.
