Modular home project management

I'm looking for someone to manage and run all aspects of adding a modular home to a section. Ideally this would be someone who can do some of the work themselves rather than sub it out, i.e piling/foundations, hooking up electric and water/sewage etc. This is very early stages and I'm still to talk to the bank but the plan is to buy a 2 to 3 bed modular and some land in the Whanganui area. Initially I would need some advice as to what issues and costs different types of land would bring, i.e elevated section, scrub land etc. I would also be initially looking for cost estimates of putting the house on foundations and connecting to services as well as consents. This would then lead into full project management status once things got going. I'm thinking modular as opposed to kitset at this stage due to the precompleted nature but I'm not adverse to other ideas. This isn't a high budget job hence the modular desicion but we would be probably looking at adding additional module later once we get some more money so the right person would be in for more work then.
