building consent application for residential stormwater drainage

I am wanting to make an urgent high quality online application to the Auckland City council for a building consent for a simple stormwater drainage project. I want an application made to the streamline service to enable my drainlayer to do the drainage work as soon as possible- he can start first week in March. I understand the application could be consented in 10 days from application. And I need it done before the rains come in any case. I have a house built 1998 and it is on a slope- underhouse is on pole foundations. I have water coming under my house in the rains. The existing stormwater drains are in good condition ( had them CCTV confirmed today and as built plan is accurate). Now I need to apply for consent to slope the ground awa y from the house and build French drains around the house and connect to the existing.
