2nd story pool installation consent

We need assistance working out what we would need to do get consent to put a pool off our second story deck. We are currently thinking of using a container pool and putting it up on a steel frame, but there are many questions around the fencing requirements and proximity to our boundary. We need an expert on the Auckland Council legislation around pools and also someone who is familiar with the restrictions in the Waitakere Ranges. Thanks
