Resource Consent required for basement flat

House is cross leased with 2 others on a 2700m2 site.....The other 2 houses share half of the 2700m2 and mine has the rest. Ive created a flat in the basement and want COA for it. TCc says there cant be more than 3 sep dwellings on the whole title according to city plan for my property. .....If it wasnt cross leased id be fine, but because it is a resource Consent is required!! I want to sell property next year before winter!!
