Assistance with garage conversion and consent

I am looking at converting my garage. (It is an attached garage). I want it to be a self contained unit for renting out which will mean it will need a small kitchenette and bathroom. I am aware I will need both building and resource consent but require someone who is familiar with the process to give me a hand in getting this across the line.
