Sleepout convert to self contained and bathroom added to exsisting garage.

We popped up a kitset sleepout last year once the 30sqm and under was available as we needed the extra room as inlaws had to move out of their property. We would now like to add a bathroom and kitchen sink. We would also like to add an additional bathroom in our garage as it has a sleepout room attached aswell. But have no idea what to do next. I looked at the form for a building consent and it looks extremely complicated! We don't have site plans. We would need to build walls, install wiring and plumbing including a gas water heater, and drainage. We are on a bore so think we would need another filter unit and holding tanks installed. We would like this done asap as my teenager wants her own space and with the housing market no way she could find a suitable rental.
