Building consent application assistance

My house has a cinder block basement housing two separate single garages separated by the entranceway which then leads to stairs up to the remaining timber framed living spaces of the house. I would like to modify one garage to a bedroom and ensuite and would like assistance with the building consent application process; i.e. confirm current drawings have required information and produce a CoW for a masonry block wall and footing to breach the gap of the existing garage door opening up to a window of the same width to enclose the garage space. Note polythene is below the existing slab.
