Pool retaining wall structural assessment

I had a retaining wall for swimming pool built in 2015 by construction company with 40 years experience. When putting house up for sale building inspector informed buyer that this wall should have been consented. I am now going through the process of obtaining certificate of acceptance and need the wall to be assessed by structural engineer so can present to council.
