add a new toilet in bathroom

we are innovate our bathroom, and want to add a new WC pan in bathroom, so need a building consent. The discharge drain can connect to main drain below the floor for < 2m. I assume no venting needed. A draft design is done by myself. But CC need a professional designer. So need a planer or designer to help me apply the building consent. Thank you.
