I had builder finished the job and house is completed over 1 year now but he has gone bankrupt and did not give me any ROW and producer certificates for COC. I have manged to apply for COC but still some certificates are pending e.g.PS3 for glazing, wielding certificate, and work memorandum from builder amongst 14 things altogether.
