Building consent for small self contained flat

Our home & income already has consent for approx 40sqm self-contained flat on the lower level but we are renovating. We are reinsulating the ceiling and walls and moving the kitchen a couple of meters and making the old kitchen area a bedroom. We are rewiring and adding new fixtures. We are also putting in an extra door to a bedroom. The work is already underway with an electrician and registered builder. Our interpretation of the building code is that this is minor works may not need consent but we don't want to get caught out. The floor plan shown we have just roughly done ourselves as a guideline. We urgently need to get the consent process underway so work can continue.
