Owner occupier building consent for external wall insulation

Hi there, We have just purchased our first home and are starting our first renovations to regib and insulate the all walls and ceilings. From what we've read online we need a building consent to insulate the external walls of the property. We want to make sure the work we do is up to code so wanted a consent to protect our investment, make sure we won't have issues down the road with insurance etc. We're starting with the living room and are going room by room as we save to do more. We're doing the work ourselves as owner occupiers. The property is a 1960's Wainuiomata home with building paper (some is quite worn though.) To save ourselves the trouble we'd like someone to draw up the required plans and whatever else is needed to get the consent. Photos attached are of our living room currently (before we start the reno.) Cheers!
