Building consent for an additional bathroom

I have an existing laundry room downstairs (6sqm). I need to utilise extra space to add a new bathroom (shower, vanity, and toilet). Consent requirement is only for the bathroom. The adjacent room has consent for a storage room. Even though the gully is located just outside the external wall, it is situated about 100mm from the ground level. So the building works will require to bring the gully down to ground level in order to achieve the gradient.
