Property with no code of compliance

Previous owner did a lot of work without consent, want to know what I should do now as the property has no code of compliance neither. Also want to know the cost. Planning to renovate. Need someone to guide me through how to get council’s compliance or acceptance on the property for insurance and bank purpose
