Building consent for Transportable buildings for Dunedin Rudolf Steiner School

I am enquiring on behalf of the Rudolf Steiner School in Dunedin. We need someone to help us with the building consent process. We are going to buy 2 transportable buildings 9x3.6m each (similar to Portacom). They are designed to not need dug-in foundations, however, the Dunedin council tells us that we will need foundations. The buildings are highly simple, constructed from an insulated panelling system. We need connections to stormwater, sewerage, power. We may have a gas califont in one of them.
