Consent advice on EQ damaged building alteration plans

Need advice about a Christchurch earthquake damaged house that was an insurance total loss, for which settlement was made and the house is structurally sound. I want to make alterations (but not EQ repairs) to the house and a consent will be required I expect. I want to know whether a consent would trigger a council requirement to bring the whole building up to code.
