consent for outdoor canopy

We have a canopy company that has provided a quote to install a canopy however they don't do the consent process nor do they provide design drawing. Because the canopy will be a certain size, consent will need to be attained. It is on a cross lease section and so permission from the neighbours has already been sought. We need someone who is familiar with the process who can complete this after letting us know the process, cost and timeframe. This canopy may be built in two smaller canopies. What we now require is someone to discuss this with council and get in writing permission to build it without going through the actual consent process.
