Solahart Power Pump Plus

I need the hot water solar controller and circuit checked as my hot water bills have risen suddenly 300% +. My local electrician says the elements for the cylinder are coming an and off as they should but thinks there is an issue with the connection to the solar heated water from the roof which should be topping water heat up. I don't know that the job cost listed below is relevant.... hoping not!
