Drainage required in sub floor area

There is a a small amount of run off present in the sub floor area and drainage needs to be put in place. The structural wall in the area is/has been in direct contact with some moist dirt. A better drainage system is recommended to remove moisture from the low lying areas. Apparently one possible complication is that a pump may need to be installed depending on where storm water access is in proximity to where the drainage is required. The downstairs area has a strong damp smell - any advice for remedying this would be welcome.
