A tap for a currently unused water tank

We have a water tank that is currently not connected to the house (we have a larger water tank that we use for the house, connected with a pump system). We want to be able to use this spare tank for outside jobs - so want to find the outlet and get a tap put onto it if possible. We are not sure where the outlet is- but there is a small hose end that might be connected to it. Some digging around the tank may be required - there are also some old roses that we would remove if needed for access. We would ideally like this job to be done within the next couple of weeks.
