Small - toilet leak and gas leak?

1. Water continuously leaking from systern into bowl
2. Can you check we dont have a small gas leak somewhere as it enters house. We have an old rinnai, and sometimes can smell gas on the deck when hot water turned on. Also have a $1.10 daily useage recording even when we not home which prompts me to do a wee check? or is this normal?
