Storm Water from the neighbourins is flooding my property #2

Hi there. I have a problem with the stormwater coming from my neighbours up the road. After a strong rain, the stormwater sometimes flows under my house. This is due to an incorrect stormwater drain design that was probably done ages ago. The water just simply runs down to my property instead of being guided to the main road. Please see attached schematic plan drawing. I need to get a recommendation from a professional like yourself on how to rectify the issue in the most efficient and cost-effective way and who can also get that job done. Many thanks and regards.
