Cost effective down-pipe installation & drainage improvement

I am looking for a cost effective drainage improvement at a property. I would need a quote to: - Install some downpipes on front and back side of the house shown in the picture to improve on the ones already working. - come up with a solution to take care of the storm water from the 2 down pipes as well as the improve drainage so that the front, back and side of the property does not flood/ have built up of water when it rains. - Ability to be able to do the work straight away is a plus. - I would like a quote ASAP. *** The property is tenanted so all discussions should not be done with the tenant. ***
