URGENT - Cut copper pipe and add garden tap to the house wall.

We have a water leak which appears to be coming from an exposed copper pipe at the side of the house. We need someone to cut and block the pipe, so we can check from the meter that that stops the leak. Then to fit a garden tab where that pipe comes out of the wall.
