Garden pipe & shower pump

I have a metal (steel) water pipe that is restricted by something as the water pressure is very low. The same pipe also feeds another outlet and that's fine so it's probably a blockage or rusted up somewhere. The pipe feeds an ouside tap and can be accessed under the house. I also have a water pressure pump that use to activate when the water was flowing (to the shower) but it's now failing to turn on. It has power and can be set to pump all the time.. but we don't use that setting as it's not needed most of the time. The pump is accessible from under the house.
